As NATO leaders adopt new strategic concept at their summit in Madrid, the Western military alliance’s secretary general, Jen Stoltenberg, said Russia was most significant and direct threat to NATO allies’ security. Russia has said Madrid summit confirms NATO’s policy of aggressive containment of Russia.
