Turkey working to return Syrian refugees

Turkey says it is working on a plan with the UN to resettle Syrian refugees in Syria. The Turkish foreign minister says migrants are supposed to be encouraged rather than forced to return. This is while the UN refugee agency says Syria is not safe for Syrians to return.
