Forgotten rock

As British negotiators battled it out with EU for a trade deal, it seems that one major factor was forgotten, forcing the UK to enter talks well into extra-time surrounding Gibraltar. Yet it seems that too little was done too late for the rock bordering the Southern tip of Spain.
