South Korea says rapprochement with the North requires nuclear talks

South Korean President, Moon Jae-in, has instructed his ministers to assist North Korea in participating in the upcoming Winter Olympics in the country. Moon, however, has said that the improvement of ties between the two neighbors cannot be achieved without the settlement of the standoff over the North’s nuclear program.
