EU's refugee relocation scheme a flop

One year ago, EU leaders agreed to relocate 160,000 refugees from Greece and Italy to the bloc's other member states, but new figures show that only over 5,600 people have been provided with homes under the scheme. The figures were published as a conference in Brussels heard that almost all the Syrian refugees are being looked after by just five countries and not one of those countries is an EU member.
