EU's refugee relocation scheme in tatters

European Union countries have provided homes to just 858 refugees despite agreeing last year to permanently accommodate 160,000. The information was presented by the European Commission at a meeting of EU justice and home affairs ministers in Brussels. Press TV’s Jerome Hughes reports from the Belgian capital.
